This year's fourth edition of Breakthroughs has just been posted on the Regulatory Barriers Clearinghouse (RBC) website. In this issue, you'll read about two housing projects that won the 2010 HUD Secretary's Housing and Community Design Award, and how expedited affordable housing permitting is working in the state of Rhode Island.
