The datasets of the American Housing Survey's independent metropolitan surveys identify submetro areas called zones. These zones are groups of census tracts that contain at least 100,000 population and are as homogeneous in terms of housing and demographic characteristics as such large areas can be. We have recently posted an update to the file describing the composition of these zones. The update now includes the census tracts in each zone of the metropolitan areas surveyed in 2007 and 2009. Zone definitions for earlier surveys are also included.

You can download the new data from https://www.huduser.gov/portal/datasets/ahs.html#supp_data. The data are formatted as comma-separated value ASCII files, which can be imported into any statistical package, database, or spreadsheet.
