Global Cities and Affordable Housing: Auckland
Auckland, New Zealand, has been experiencing increasing challenges to housing affordability in recent years. To help keep housing affordable for residents, the government has introduced several measures, including the Medium Density Residential Standards, which require highly populated cities such as Auckland to allow buildings of up to three stories and up to three homes on existing residential parcels and upzoning approximately three-quarters of its residential area under the Auckland Unitary Plan. Efforts by local nongovernmental organizations augment housing affordability efforts.

City of Portland, Oregon Supports Permanent Supportive Housing Development Downtown
In December 2022, the Starlight, a development with 100 affordable units targeted primarily to residents transitioning out of homelessness, opened in downtown Portland, Oregon. Developed by Central City Concern, a local nonprofit focused on eradicating homelessness, the Starlight offers its residents access to supportive services onsite and in the immediate vicinity, along with culturally specific programming for Native American and African-American residents.

History of the Economic and Market Analysis Division (EMAD): Part 1 (1934-1999)
The history of the federal government’s efforts to analyze local housing market conditions has its roots in the Federal Housing Administration (FHA), which Congress created in 1934 with the passage of the National Housing Act. Since then, a changing set of offices that are now housed in HUD’s Office of Policy Development & Research has undertaken that work.
