Commodore Place Preserves Historic Affordable Housing in Vibrant Cleveland Neighborhood

The renovation of Commodore Place Apartments provides 198 modern apartments, including 144 affordable units, in a vibrant neighborhood in Cleveland, Ohio. Commodore Place had been a source of affordable housing in Cleveland’s University Circle neighborhood since 1964, but rising rents and gentrification threatened the building’s affordability. In 2015, the nonprofit The Community Builders purchased the property and fully renovated the building with improved sustainability and modernized units that preserved the historical design. Despite challenges from the COVID-19 pandemic and a fire, the project opened in 2021. The project received nearly $40 million in federal and city funds, low-income housing tax credit equity, and other sources. Commodore Place received the 2023 ACHP/HUD Secretary’s Award for Excellence in Historic Preservation.

Improving the Quality, Performance, and Operation of Manufactured Home HVAC Systems Through Plant Installation

This study, conducted by the Systems Building Research Alliance and the Electric Power Research Institute, aims to re-engineer the design and fabrication of HVAC systems in manufactured housing with all components installed in the plant under the HUD-required quality assurance and quality control regime. The project was designed to improve HVAC efficacy by taking an integrated and multidisciplinary approach, led by an accomplished team of engineering experts and market professionals, and guided by the key stakeholders in the manufactured housing space. Three prototype air conditioning technologies for factory installation were developed, installed, assessed, and documented.

Foster Youth to Independence Initiative: Implementation and Evolution

This report examines the Foster Youth to Independence (FYI) initiative from its launch in July 2019 to July 2022. The report addresses the implementation of the FYI initiative, program design, and the program’s ability to reach the target population relative to the standard Family Unification Program (FUP). Using HUD data and interviews with staff from seven public housing agencies, their partnering public child welfare agencies, and HUD offices, the report found that most referred youth are eligible and receive vouchers and that local PHA rules often determine the preference for either FYI or FUP.

Annual Evaluation Plan – Fiscal Year 2025 (Revised)

The revised HUD Annual Evaluation Plan (AEP) for fiscal year 2025 details the major evaluation activities planned for the year. Significant evaluation activities are those that meet defined criteria for topical relevance, coordination, and commitment of resources. The revised plan includes new evaluation initiatives and ongoing projects that will continue through the fiscal year. The two new funded studies for fiscal year 2025 are the Indian Housing Block Grant Competitive Program Evaluation and the Study of Missing Middle Financing.
