A New Cityscape

From: HUD USER News

The latest issue of Cityscape, a journal of housing and
urban policy published by HUD's Office of Policy
Development and Research (PD&R), explores low-income and
minority homeownership. The articles stem from an
initiative by PD&R aimed at understanding the challenges
faced by minorities and low-income families in the
housing and mortgage markets, and to learn how
government and industry groups can improve homeownership
opportunities for these populations.

Research findings discussed in this issue of Cityscape
focus on:

o The known effects of income, race, and ethnicity on
homeownership;

o The demographic and socioeconomic characteristics of
the Hispanic population and how these attributes relate
to the Hispanic homeownership gap, as well as other
barriers to Hispanic homeownership;

o The discrepancies in interest rates obtained by
homeowners of different races, ethnicities, and income
levels, and how they can be explained by differences in
borrower, property, and loan characteristics;

o The probability of becoming a homeowner, given the
wealth and income levels of minority households; and

o The impact of downpayment assistance programs on the
number of low-income and minority households who purchase
a home.

The issue also features two new additional sections,
Policy Briefs and the Data Shop, which should be of
particular interest to researchers and policy analysts.
