AHS: 1989, 1991, and 1993 National Record Layouts

We have recently discovered that the record layouts on the CD-ROM of
the 1989, 1991, and 1993 American Housing Survey national datasets
contain errors.  The correct record layouts can be found in the Volume
2 Codebook, which can be downloaded as a Microsoft Word file from HUD
USER, https://www.huduser.gov/portal/datasets/ahs.html .

Because the SAS conversion files in the user-supplied program library
(AHS89.SAS, AHS91.SAS, and AHS93.SAS) were based on the CD-ROM's
record layout, they, too are incorrect.  We have fixed these files and
posted a new library on HUD USER, at the URL above.

Fortunately, the variables affected are relatively obscure, most being
edit flags or related to second homes.  A list of the variables is at
the end of this message.

We apologize for making this error and not spotting it earlier.
