AHS Metro Sample

I am working with the American Housing Surveys for 1995,
1997, 1999, 2001, & 2003. I selected the 5 largest
metropolitan areas from each survey. I noticed, however, that
the number of cases for 1995, 1999, & 2003 were double the
number of cases for 1997 & 2001.

I am trying to findout a reasonable explanation for this. One
possible explanation is that the metro samples were smaller,
thus fewer cases/households were sampled in 1997 and 2001.

Can anyone help me find out the official explanation as to
why the metro samples for 1997 and 2001 would have fewer
cases than the other years?
