To extend Scott's explanation a bit, the STATE variable is found only on the metro survey datasets. In most cases, metro survey respondents are assigned to a ZONE that is contained in a single state. Thus, STATE does not reveal any additional information and does not violate confidentiality.

This information is documented on page 109 of the codebook (version 1.60B), which shows that STATE is "present in survey years 1998MSA, 2002MSA."
