This study, assessed HUD’s efforts to help residents transition from welfare to work. Work began on this project by reviewing the literature on programs designed to help welfare recipients find jobs, remain in jobs, and advance in the labor market. Based on this review, a number of program components were identified that seemed to be associated with significant positive outcomes, such as exits from welfare, increased rates of employment, or increased earnings. These elements were grouped into four broad categories:
- Employment services that have an employment or education and training focus.
- Barrier amelioration services.
- Cash and in-kind supports that augment earned income.
- Transitional supports that address a range of workplace issues.
