This historic publication is part of a series of housing rehabilitation guidelines, to be adopted by states and localities on a voluntary basis and used in conjunction with existing building codes. Prepared by the National Institute of Building Sciences for HUD’s Office of Policy Development and Research, the series was written to fulfill the requirements of Section 903 of the Housing and Community Development Amendments adopted by Congress in 1978. This volume, the third of eight, is written for use by building officials, members of government, and pro-rehab community groups, and provides information about adopting legislation to promote rehabilitation.
