Defining Housing Affordability


The third Conference on Housing Affordability, sponsored by the American Enterprise Institute, the Bank of Israel, the Board of Governors of the Federal Reserve System, Tel Aviv University, and the University of California, Los Angeles, was held in April 2017 and featured the panel Housing Affordability: Why Does It Matter, How Should It Be Measured, and Why Is There an Affordability Problem?. Susan Wachter, professor of real estate and finance at the University of Pennsylvania, chaired the panel, which included Raphael Bostic and Gary Painter of the University of Southern California and Danny Ben-Shahar of Tel Aviv University. They described the current model for measuring housing affordability and suggested alternative measurements.

In Practice:
Providing Special Needs Housing through Scattered-Site Homes in Durant, Oklahoma
In 2015, the single-family homebuilder Lance Windel completed Chambrooke Homes of Durant, a $6.5 million affordable housing project for individuals with special needs. Chambrooke Homes consists of 40 detached single-family houses on scattered sites, all of which are occupied by families earning 60 percent or less of the national nonmetropolitan median gross income with at least one disabled member. Windel has found that infill projects are faster and less expensive than building subdivisions, and plans to continue developing scattered-site housing for low-income families.

Economic Growth in the El Paso Housing Market Area
The third article in a series focusing on HUD’s Comprehensive Housing Market Analyses examines the El Paso, Texas housing market area (HMA). Located on the U.S.-Mexico border in western Texas, the El Paso HMA has been experiencing strong economic growth since 2010, with the highest percentage of growth occurring in the government sector, followed by the wholesale and retail trade sector. As of 2016, the market was meeting the demand for both ownership and rental housing units. The growth of the economy is expected to continue, while area housing demand is expected to decline over the next three years.

Global Cities and Affordable Housing: Hong Kong
The second article in a series on affordable housing in global cities discusses Hong Kong, a Special Administrative Region (SAR) of China. Hong Kong’s housing market is considered “severely unaffordable,” such that working-class residents could not afford housing without the extensive government subsidy programs. In 2012, a government steering committee established a 10-year plan to increase the affordable housing supply, and the government has pursued property purchase restrictions and tax measures to stabilize the housing market and prioritize first-time homebuyers.
