THRIVING COMMUNITIES TECHNICAL ASSISTANCE

Thriving Communities Technical Assistance: $1.35 million of additional FY23 funding awarded to Abt Global and ICF International to continue support of local governments to address housing needs

HUD’s Thriving Communities Technical Assistance (TCTA) program helps local governments ensure housing needs are considered as part of their larger infrastructure investment plans while also supporting equitable development in disadvantaged communities. In September 2024, HUD awarded an additional $1.35 million of TCTA funding to Abt Global and ICF International. These experienced technical assistance (TA) providers have partnered with experts in community engagement, housing preservation, planning, and smart growth development to bring the expertise needed to work with local government staff and leadership on issues ranging from regulatory reform to reducing displacement to more meaningful community engagement.

TCTA has expanded its TA options to include short-term on-call support in addition to its longer-term in-depth assistance. Both TA approaches include access to training, tools, and other resources that will help support a local government as it aligns housing and transportation investments. TCTA assists local governments in the following four topic areas:

  • Leveraging underutilized land to create location-efficient housing.
  • Preserving affordable housing and protecting residents and businesses from displacement as new infrastructure is deployed.
  • Improving coordination among key project stakeholders.
  • Removing regulatory barriers to location-efficient housing.

We encourage local governments to leverage this new funding for capacity building by requesting TA.

Interested in becoming a TCTA recipient?

Thriving Communities TA services are available to units of general local government that meet all the following criteria:

  • Are receiving, or will receive, US DOT transportation funding, either directly or through a state pass-through, with priority given to those receiving competitive funds.
  • Want to address housing needs in disadvantaged communities in accordance with their housing and/or equity goals.
  • Want to work on at least one of the four TCTA areas.
  • Are committed to community engagement to ensure residents and businesses in disadvantaged communities benefit from the transportation investment.

If your jurisdiction is not yet ready for TCTA, future TA opportunities will be available. TA requests are reviewed on a rolling basis, limited by the TA providers' capacity.
