On March 21, 2024, HUD’s Office of Policy Development and Research (PD&R) hosted a PD&R Quarterly Update on local initiatives to increase affordable housing. One panel discussed Montgomery County’s revolving Housing Production Fund, which provides low-cost construction financing to develop mixed-income housing projects. A second panel discussed similar efforts in Atlanta and the states of California and Rhode Island to increase public production of affordable housing. Overall, the panelists were optimistic that local governments can alleviate their housing shortage using these production funds and other innovative policies.

Detroit’s Ruth Ellis Clairmount Center Redefines Supportive Housing for LGBTQ+ Youth
Opened in 2022, the Ruth Ellis Clairmount Center (REC Center) is a housing development offering 43 supportive housing units for LGBTQ+ youth experiencing homelessness in Detroit. The REC Center is named after Ruth Ellis, a Black lesbian who pioneered LGBTQ+ rights and offered her home as a safe haven for LGBTQ+ youth in the 1940s. Guided by the Housing First model, the REC Center applies four core principles in serving LGBTQ+ youth: trauma-informed care, harm reduction, restorative justice, and positive youth development.

Findings from Two Longitudinal Surveys on Race, Ethnicity, and Neighborhood Out-Migration
In the Trending article, PD&R Housing and Demographic Analysis Division survey statistician Peter J. Mateyka provides an overview of a recent article he co-authored on neighborhood out-migration. Using longitudinal surveys, the study tests and validates the hypothesis that White households tend to move out of a neighborhood as the proportion of racial and ethnic minorities living in the neighborhood increases. This and other study findings have implications for HUD’s commitment to fair housing.

An Evaluation of HUD’s Accuracy in Calculating Income Limits

PD&R economist Jess Remington discusses her recent analysis of the accuracy of HUD’s calculations of income limits. She finds that estimates for median family income limits and very low-income limits are roughly accurate and have improved in accuracy over time. She recommends that HUD could use an alternative data source to calculate inflation and that HUD could assess how the accuracy of income limit calculations is affected by the 10 percent cap on income limit increases.
