This historical document is a report on the Housing Assistance Supply Experiment, a demonstration during which low-income households were provided with monthly cash payments via housing assistance offices in order to offset their housing costs. This report considers the costs, housing benefits, and non-housing benefits between public housing, housing allowances, and unrestricted cash grants. The major findings were that housing allowances were found to produce almost twice as much increase in housing consumption per program dollar as public housing and more than two times the housing consumption compared to cash grants.
