Stephanie Stone

Stephanie Stone serves as the Deputy Assistant Secretary for the Office of Technical Assistance which aims to integrate resources, innovate holistic technical assistance design, and provide unmatched customer service to meet the cross-cutting and unique needs of HUD communities through implementation of three HUD TA programs: Community Compass, Distressed Cities and Persistent Poverty, and Thriving Communities. She aspires to manage a team that feels empowered to advise program stakeholders of how to best use resources to fulfill their respective needs in a way that is compliant but also impactful and effective. Under her leadership, the team has realized significant program improvements including transitioning from an annual to a biannual competitive funding process, streamlining award management under one system, and standardizing program requirements and protocols to ensure consistent and transparent implementation. OTA’s award portfolio has grown from $56M to over $90M in recent years for total annual TA program investment. The TA team also helped launch TA for disaster recovery recipients, CARES Act, and American Rescue Plan timely and have also supported interagency TA efforts through Interagency Agreements.

Stephanie started with HUD in 2009 as a Presidential Management Fellow in the Office of Field Operations in HUD’s Office of Public and Indian Housing helping to lead transformation of PIH’s approach to assessing and providing technical assistance for troubled Public Housing Agencies. She assumed leadership of the Technical Assistance Division in 2016 when it was in the Office of Community Planning and Development before leading a re-organization and realignment to become the Office of Technical Assistance in PD&R which began around FY2024.

Stephanie earned her Master’s in Public Policy from the George Washington University in DC and her Bachelors’ in Political Science and Spanish from Sonoma State University in California. She lives in Silver Spring, MD with her husband, two children, and dog. Outside of HUD, she enjoys hiking, traveling, and volunteering in her community.
