This historical report was produced by HUD for Congress to summarize the Urban Development Action Grant (UDAG) program. The report describes how the UDAG program operated and its accomplishments from Fiscal Year (FY) 1978 to FY 1989. The UDAG program was designed to stimulate economic development and employment in distressed communities. UDAG grants were made to local governments which used the funds largely to make loans to private developers and industrial companies to implement economic development projects. These loans leveraged private investment and created new jobs. Grants were awarded to distressed cities and small towns, Indian Tribes, urban counties, and nondistressed cities containing "pockets of poverty."
