This historical report was an evaluation of how states and localities used the flexibility that the HOME program provided. The HOME program combined flexible funding with targeting requirements to allow communities to prioritize their most urgent needs. The authors found that the majority of funds went to the acquisition, rehabilitation, or construction of low-cost rental housing; 40 percent went to assisting low-income homeowners or first-time homeowners; and a small portion to assisting low-income renters.
