John Gibbs

John Gibbs leads HUD’s Department of Policy Development & Research as the Principal Deputy Assistant Secretary. His team coordinates the development of policy, conducts research initiatives on HUD programs, and spearheads the demonstration and development of advanced building technology.

John previously served at HUD as Acting Assistant Secretary for Community Planning and Development, where he oversaw an annual budget of more than $8 billion for programs addressing homelessness, community development, and disaster relief. In this role he also oversaw the rapid deployment of more than $9 billion in CARES Act funds in response to coronavirus.

With more than 20 years of experience in the public, private, and non-profit sectors, John previously served as County Administrator for Ottawa County, Michigan, where he led successful initiatives to reform and modernize the budgeting process and add structure and transparency to financial controls.

Prior to his work in the federal government, John served in Christian missions in Japan for several years, and before that began his career as a software engineer in Silicon Valley, where he worked on the very first version of the iPhone at Apple. John holds a B.S. in Computer Science from Stanford University, and a Master in Public Administration from the Harvard Kennedy School of Government.
