The second issue of "Breakthroughs" --the Regulatory Barriers
Clearinghouse newsletter-- has recently hit the web. Once
again, it's filled with information about how local governments
are finding innovative solutions to state and local regulatory
barriers to the development of affordable housing. In this
issue you can read about:

o Incentives that the city of Austin, Texas is offering to
developers to encourage the development of affordable housing
in its Safe, Mixed-Income, Accessible, Reasonably-Priced,
Transit-Oriented Houses (S.M.A.R.T.) program.

o The Smart Permit Program, a Web-based initiative among
eight Southern California communities to streamline the permitting
process.

o The Community Choice Web site that the City of Rochester, New
York has created to educate people about ways to overcome barriers
to fair housing and increase housing choice.
