year for briefings on the American experience in housing
policies and programs. Two new releases by HUD's Office
of Policy Development and Research focus on questions
asked by these visitors: What are the necessary
ingredients for a successful secondary mortgage market?
What's needed to effectively manage credit risk?
 
Mortgage Securitization - Lessons for Emerging Markets
explores the benefits of secondary mortgage markets to
countries with emerging residential markets. This report
examines how these markets are implemented and operated,
the regulatory and governmental environments that help
promote them, and the predictability and transparency
required to achieve a successful secondary mortgage
market. The effects of introducing secondary mortgage
markets in the U.S., Romania, Taiwan, and Guatemala are

The Measurement and Management of Mortgage Credit Risk
in the United States: Implications for Emerging Mortgage
Markets examines factors that contribute to effective
identification, measurement, management, and mitigation
of mortgage credit risk. Methods used by the U.S.
mortgage industry to assess and manage default risk are
reviewed in the report for their international
implications. The importance of transparency in
governmental actions and a functioning legal system that
recognizes and respects personal property rights is also
discussed. This report is available as a free download
