Quality Control in Rental Assistance

Rental housing assistance programs are administered on
HUD's behalf by public housing authorities, public and
private project owners, and contracted management
agents. Households eligible for rental housing
assistance are generally required to pay 30 percent of
their income toward rent and utilities, with HUD
providing the balance. In the interest of providing
accurate assistance to eligible families, HUD's Quality
Control Project is designed to determine the extent,
severity, costs, and sources of errors in rental
subsidies. Quality Control for Rental Assistance
Subsidies Determinations Final Report for FY 2005, the
latest in a series of quality control studies, is based
on data collected from the activities of public housing
authorities from February to July 2006 and of project
staff during Fiscal Year 2005. Rent underpayments of
approximately $584 million, offset by rent overpayments
of roughly $341 million, resulted in a net error of
approximately $244 million.

the findings, explores the policy implications, and
makes recommendations for modifying quality control
