Federal rules of economic significance are required by
Executive Order 12866 to undergo a regulatory impact
analysis (RIA). This analysis calculates the costs,
benefits, and other impacts of new federal regulations
on directly regulated entities. However, a standard RIA
may not provide policy-relevant measures of the effects
of a regulation on the participants in the housing
market. To remedy this, HUD recently developed a
supplementary process to the RIA, described in the new
report, Housing Impact Analysis.
 
A Housing Impact Analysis (HIA) studies the effects new
regulations might have on housing costs, supply, and
affordability. The report provides the reader with
guidance on if, when, and how to perform an HIA. The
document contains an overview of current regulations
affecting the housing industry (along with regulatory
impact analyses conducted on those regulations), a basic
outline of how to conduct a quantitative analysis of how
regulations affect the housing market, and sources of
data that can be used in conducting housing impact
analyses.
