HUD's Office of Policy Development and Research (PD&R) is
pleased to announce the release of the latest issue of
Cityscape: A Journal of Policy Development and Research.
This issue of Cityscape features articles by selected
scholars who have participated in the doctoral research
grant program administered by HUD's Office of University
Partnerships.

HUD recognizes the tremendous potential of colleges and
universities to exert a positive influence on our
communities through their research. In an effort to
establish and support a cadre of scholars whose work will
be largely dedicated to issues that pertain to HUD's
goals, the doctoral research grant program provides
grants beginning with research grants for second-year
Ph.D students, progressing through a dissertation grant
program, and culminating with a postdoctoral grant
program.

For this issue of Cityscape, HUD contacted recipients of
HUD dissertation grants from the past seven years and
asked them to submit article-length versions of their
dissertations. An expert panel selected the following
eight articles, representing a wide range of policy
concerns and academic disciplines:

1. "Neighborhood Jump-Starting: Los Angeles
Neighborhood Initiative," by Mahyar Arefi.

2. "Valuation of Metropolitan Quality of Life in Wages
and Rents," by Roxanne Ezzet-Lofstrom.

3. "Positive Homeownership Attitudes, Homeownership
Behavior, and Neighborhood Ties in Poor Urban
Neighborhoods," by Sandra L. Barnes.

4. "Moving Over or Moving Up? Short-Term Gains and
Losses for Relocated HOPE VI Families," by Susan
Clampet-Lundquist.

5. "Aging in Place in Multifamily Housing," by Vera
Prosper.

6. "The Work of Cities: Underemployment and Urban
Change in Late-20th Century America," by James R.
Elliott.

7. "The Struggle for Housing Equality: Impact of Fair
Housing and Community Reinvestment Laws on Local
Advocacy," by Mara S. Sidney.

8. "Knowledge Production and Use in Community-Based
Organizations: Examining the Influence of Information
Technologies," by Laxmi Ramasubramanian.

Cityscape shares HUD-funded and other research on housing
and urban policy issues with scholars, government
officials, and others involved in setting policy and
determining the direction of future housing and community
development research. Cityscape focuses on innovative
ideas, policies, and programs that show promise in
revitalizing cities and regions, renewing their
infrastructure, and creating economic opportunities.
