There is a SAS program to do this in the user-supplied programs library
on HUD USER: https://www.huduser.gov/portal/datasets/ahs.html . It's
in the "computer programs" section.

Subject: AHS: Characteristics of HUD-Assisted Renters and their Units in 2003

A new report, "Characteristics of HUD-Assisted Renters and their Units
in 2003," has been posted to the HUD USER web site, at
https://www.huduser.gov/portal/publications/pubasst/hud_asst_rent.html . This
report is based on 2003 American Housing Survey data. HUD
administrative records were matched to AHS addresses to identify
assisted units in the AHS dataset. This report is based on the data so
obtained. It is the fourth in a series of similar reports that go under
the informal name of "the red book."

The report based on the 2005 AHS is in preparation.
