A new report, "Measuring Overcrowding in Housing," is available for
download in PDF format from the HUD USER AHS web site,
https://www.huduser.gov/portal/datasets/ahs.html .  Look for the link in
the "AHS Based Analyses" section.

This report considers a number of operational measure of overcrowded
housing and then examines each using data from the American Housing
Survey.  Both time-series and cross-sectional tabulations are presented.
An appendix to the report includes a review of the literature on the
effects of overcrowded housing on its occupants.

The report was prepared by Kevin S. Blake, Rebecca L. Kellerson, and
Aleksandra Simic of ICF International, under contract with HUD's Office
of Policy Development and Research.
