I know that Baltimore received a new sample in 1998, and thus, you cannot
match between 1998 and an earlier year. The lack of matching between the
control numbers reflects that fact. The others presumably also received
new samples, though I don't have any definite information on them. There
is probably some documentation on this somewhere.
