I’m trying to perform analyses comparing units in one time period with a subsequent time period.  For four particular metros that I’m using I noticed that the control codes are different from one year (sample) to the next.

 

Baltimore1991 & 1998

Denver1990 & 1995

San Fran 1993 & 1998

DC 1993 & 1998

 

Is there a way to match observations from one year to the next despite the difference in control codes?
