Components of inventory change (CINCH) reports covering the period from 1995 through 2001 are now available for download in PDF format from the HUD USER web site, https://www.huduser.gov/datasets/cinch.html .

CINCH uses the longitudinal features of the American Housing Survey (AHS) to track changes in the housing stock. Each CINCH report has two sets of tables: A forward-looking set that shows the dispositions of the housing units that were present at the beginning of the period, and a backward-looking set showing the sources of the housing units that were in existence at the end of the period. There are three reports, each covering a two-year period between AHS surveys: 1995-1997, 1997-1999, and 1999-2001.

The release of these reports means that there is now a consistent CINCH series covering the period 1985-2001.

HUD will soon be releasing a series of CINCH reports covering the 13 AHS metropolitan areas that were surveyed in 2002, comparing the housing stock in that year to the previous year those metropolitan areas were surveyed, either 1994 or 1995. These reports will be accompanied by a dataset that can be linked to the standard AHS datasets, so that users can generate custom tabulations.

Production of the next national CINCH report, covering 2001-2003, is already under contract, with publication expected about this time next year. This report, too, will be accompanied by a dataset.

I would like to thank the contractor, ICF Consulting, for the current reports and for their perseverance in solving a number of tricky data problems. I especially want to thank the project leader, Greg Watson, who devoted several years of his life to this project. Greg has recently left ICF, but he built a solid analytical team to carry on his work.
