Actually, the 1995, 1999, and 2003 years of the National data had an intentional oversample in the six largest metropolitan areas to allow additional analysis to be performed on those metropolitan areas.  So it isn’t the case that 1997 and 2001 are low, but rather as intended and the others are higher.

 

This is documented in the AHS codebook under the SMSA variable -- P. 109 of Version 1.75 of the codebook.  Note that the “notes” description for SMSA is missing 2003 as a year where this oversample also occurred.  That oversight will be corrected in a version of the codebook planned to release this week.

 

Please note that if you weight the data, you should discover that the weighted counts end up being appropriate.

I am working with the American Housing Surveys for 1995,
1997, 1999, 2001, & 2003. I selected the 5 largest
metropolitan areas from each survey. I noticed, however, that
the number of cases for 1995, 1999, & 2003 were double the
number of cases for 1997 & 2001.

I am trying to findout a reasonable explanation for this. One
possible explanation is that the metro samples were smaller,
thus fewer cases/households were sampled in 1997 and 2001.

Can anyone help me find out the official explanation as to
why the metro samples for 1997 and 2001 would have fewer
cases than the other years?
