Here is a followup on a previous question about changes in topcodes in the 2009 AHS. This is what the Census Bureau tells me:

"The new DRB guidelines allow for the 2009 AHS to topcode at the 97th percentile or the 99.5th percentile. Out of these two methods, we choose the one that affects the smallest number of cases. As documented at https://www.huduser.gov/portal/datasets/ahs/AHS_Public_Use_Files.pdf, variables must have at least three eligible cases to be topcoded at the 99.5th percentile. A file similar to the one found at https://www.huduser.gov/portal/datasets/ahs/AHS07N_Topcodes_(April_2009)_v5.xls will be updated to reflect 2009 data. This will list which variables are topcoded at the 97th and which are at the 99.5th."
