The HUD (HUD) is pleased to present to Congress the 2007 Annual Homeless Assessment Report (AHAR). This is the third report in a series of reports on homelessness in the United States and the first to be based on a full year of Homeless Management Information Systems (HMIS) data reported by communities across the country. This 2007 report will provide a baseline for measuring changes in homelessness from one year to the next. The reports respond to a series of Congressional directives beginning with the FY 2001 HUD Appropriations Act. The 2007 AHAR is based on two data sources. The first source is data provided by all Continuums of Care (CoCs) as part of their 2007 HUD application for funding. The CoC application data contain information on sheltered and unsheltered homeless persons on a single night in January 2007. The data provide information on the number of homeless persons within particular subpopulations, such as persons who are chronically homeless, severely mentally ill, substance abusers, veterans, unaccompanied youth, and/or living with HIV/AIDS, as well as information on the national inventory of homeless shelter beds.
