This historical publication summarizes the Clinton administration’s assessment of the Section 8 program which consists of tenant and project-based subsidies. The report discusses the problems facing the program including increasing expirations of project-based contracts, an increase in one-year renewals, and a shortage of affordable housing for tenant-based voucher holders. The authors offer three remedies for these issues: renew only well-maintained properties, pay market prices for rents, and protect voucher holders from rent hikes and opt-outs.
