Entitlements can also be urban counties, and states also receive HUD funds which are to serve communities not served by another entitlement jurisdiction.

    An entitlement is any city over 50,000 people that receives CDBG and HOME funds from HUD based on a formula that includes poverty, low to moderate income population and overcrowded housing.
