The U.S. Department of Housing and Urban Development (HUD) and its Office of Policy Development and Research (PD&R) have a long history of working closely with minority-serving institutions (MSIs). Starting in the 1970s with the role of HBCUs in the CDBG program, HUD's work with MSIs has long supported housing and community development in communities across the country.

On January 10, 2025, HUD announced a new funding opportunity titled Advancing HUD’s Learning Agenda through Cooperative Agreements with Historically Black Colleges and Universities, Hispanic Serving Institutions, Tribal Colleges and Universities, and Alaska Native/ Native Hawaiian-Serving Institutions.
