Supportive Housing Helps Stop the Spread of HIV in Austin, Texas
Housing is the most significant service gap for the 2,000 people living with HIV in Austin, Texas. In 2020, Project Transitions, the only nonprofit provider of supportive housing in Austin for people living with HIV who are experiencing housing instability, launched a multiyear expansion project to curtail the spread of HIV through supportive housing. The redevelopment of Roosevelt Gardens nearly doubled the number of units on site to 40, complemented by wraparound services for residents. Opened in 2022, the property is alleviating homelessness, facilitating the provision of consistent medical treatment, and improving health outcomes for the city as it aims for zero transmissions of HIV by 2030.

PD&R Leadership:
Keeping HUD’s Learning Agenda Relevant
In the Leadership Message, Jennifer Turnham, director of the Policy Development Division, discussed HUD’s Learning Agenda: 2022-2026. The Learning Agenda replaces the Research Roadmap, which has served as HUD’s research plan since 2014. The agenda is developed through extensive consultation with internal and external stakeholders to identify the highest priorities for research, evaluation, and data collection over the next 5 years. HUD encourages all interested parties to submit ideas for new learning priorities or changes to existing learning priorities that HUD should consider as it reviews and updates the Learning Agenda. Comments are due April 10, 2023.

Strong Economic Conditions and Tight Housing Market Conditions in the Fayetteville HMA
The Fayetteville HMA economy expanded rapidly during the past year and has recovered from pandemic-related job losses more quickly than the nation as a whole. The local economic base consists of several large corporate headquarters; distribution, data processing, and operational facilities; and higher education. Home sales demand stemming from strong population and job growth contributed to tight home sales market conditions in the HMA. Rental market conditions in the HMA are tight, with an estimated vacancy rate of 6.5 percent, down from 13.9 percent in 2010.
