Call for Nominations: 2024 ACHP/HUD Secretary’s Award for Excellence in Historic Preservation

Nominations are open for the 2024 ACHP/HUD Secretary’s Award for Excellence in Historic Preservation. The Advisory Council on Historic Preservation (ACHP) partners with HUD to recognize developers, organizations, and agencies for their success in advancing the goals of historic preservation while providing affordable housing and/or expanded economic opportunities for low- and moderate-income families and individuals. In addition, nominated projects or activities will be judged for the success they have achieved in preserving, rehabilitating, restoring, and interpreting our architectural and cultural heritage. Eligible projects must meet the following criteria —

  • Promote the use of historic buildings for affordable housing, community development, and/or expanded economic opportunities.
  • Include HUD funds, financing, or other assistance.
  • Meet preservation guidelines.
  • Contribute to local and/or tribal community revitalization efforts.

Nominations must be completed electronically and submitted with supporting materials following the instructions provided here. All nominations are due by 11:59 pm PST on December 18, 2023. One award will be presented in summer 2024.

An Affordable Artist Community in Chicago, Illinois

Pullman Artspace Lofts is an affordable artist community in Chicago’s Pullman neighborhood. Opened in 2019, the $19 million development consists of two renovated historic apartment buildings and one newly constructed building. All 38 live/work lofts are specifically designed for artists, as evident in the tall windows and high ceilings that maximize natural light. The ground level has workspaces and galleries where residents and other community members can showcase work at below-market commission fees. The gallery space also hosts various community events throughout the year. In 2023, the architect received a Charter Award from the Congress for the New Urbanism due to the project’s adaptive reuse, neighborhood revitalization, and affordability components.

Home Equity Conversion Mortgage Program Analysis
This report analyzes the Home Equity Conversion Mortgage (HECM) program, which offers Federal Housing Administration-insured reverse mortgages to senior homeowners aged 62 and older, enabling them to access home equity without monthly payments. The report evaluates the program's performance between 2000 and 2020, revealing substantial growth in the 2000s, a sharp contraction after the 2009 housing market crash, and an average of 50,000 originations per year in the late 2010s through 2020. The program primarily serves low-income borrowers, although there was an increase in higher-income participants between 2009 and 2020. The study estimates a net loss of approximately $10.4 billion for the Federal Housing Administration, with the majority of losses stemming from loans originated between 2006 and 2010. Various policies helped mitigate losses, but not all were successful.


Office of the Chief Data Officer Data Maturity Assessment Report
The Office of Management and Budget released the 2020 and 2021 Federal Data Strategy to support the Foundation for Evidence-Based Policymaking Act of 2018, offering a framework for federal agencies to improve their data practices and treat data as a strategic asset. This report focuses on the "Assess Data and Related Infrastructure Maturity" action, as outlined in the 2020 and 2021 Federal Data Strategy Action Plans. In May 2023, the Data Governance Division of the Office of the Chief Data Officer conducted HUD's inaugural Data Maturity Assessment, scoring the agency at 2.86, indicating a level 2 (Managed Ad Hoc Capability) trending towards level 3 (Defined Formal Standardize Capability). This finding suggests that HUD has opportunities to enhance its data management and analytics capabilities that it currently addresses in an ad-hoc manner.

On Thursday, November 16, 2023, PD&R will host a hybrid Quarterly Update event on cash assistance programs and housing. Across the country, cash assistance programs are pioneering a new assistance model for low-income households. More than a hundred programs, piloted across a range of communities, have provided direct payments to local participants. In this Quarterly Update, PD&R will bring together practitioners, government officials, researchers, and funders to discuss these programs and their impact on housing opportunities. Leaders of programs in Philadelphia (PHLHousing+) and Denver (Denver Basic Income Project) will share their experiences, including program design, partnership strategies, and research findings. Register to attend in person or virtually.
