This historical publication is the Second Biennial Report on National Urban Policy which describes the complex patterns and trends of social, economic, and demographic changes that have shaped the nation’s communities. This report provides suggestions for additions and refinements to the National Urban Policy as a framework for a national effort to preserve and revitalize the nation’s cities. The report consists of five parts: an overview, the central city, suburban and non-metropolitan communities, a framework for urban policy, and urban policy in the decade of the 1980s.
