Just Released: Discrimination in Metropolitan Housing Markets: Phase 2 - Asians and Pacific Islanders

> While discrimination against African-American and Hispanic homeseekers is fairly well documented, bias experienced by Asians and Pacific Islanders tends to be far less clear. A new study commissioned by HUD‘s Office of Policy Development and Research helps illuminate conditions faced by these growing population groups.

"Discrimination in Metropolitan Housing Markets: Phase 2 - Asians and Pacific Islanders" presents results from the second phase of the latest national Housing Discrimination Study (HDS2000). The report estimates the level of discrimination experienced by Asian and Pacific Islander homebuyers both across the nation, and specifically, in the State of California. The study also takes a closer look at discrimination faced by Chinese and Koreans in the Los Angeles metropolitan area, and provides an estimate of discrimination faced by Southeast Asians in the Minneapolis metropolitan area.

Results are based on 889 paired tests conducted in eleven metropolitan areas nationwide in 2000 and 2001. The paired test method involves two individuals with identical credentials - one minority and one white - who each respond to housing advertisements to assess different treatment by sales and rental agents. This methodology provides direct evidence of differences in the treatment minorities and whites experience when they search for housing.

Key findings include:
· Asian and Pacific Islander prospective renters experienced consistent adverse treatment relative to comparable whites in 21.5 percent of tests; about the same as the level for African American and Hispanic renters.
· Asian and Pacific Islander prospective homebuyers experienced consistent adverse treatment relative to comparable whites 20.4 percent of the time, with systematic discrimination occurring in housing availability, inspections, financing assistance, and agent encouragement.
