AHS: Update to 2007 AHS Metro ASCII FIle

We made a mistake when translating the 2007 American Housing Survey
metropolitan file into ASCII format.  The journey to work (tjtw.txt) and
alterations & replacements (thomimp.txt) files have duplicate
records--every record is duplicated.  We have corrected the problem and
posted a new version of the file on the HUD USER web site,
https://www.huduser.gov/portal/datasets/ahs.html .

This correction applies ONLY to the ASCII version of the dataset.  The
SAS version is fine.  Similarly, the national files are not affected in
any way.  The other modules of the ASCII dataset did not have duplicate
records.

I apologize for causing you unnecessary work.
