OT: Panel data from 1985 to present?

Dear AHS users,

Could anybody know if AHS (National and Metro)has gone back to the same
housing units since 1985? Is it possible to keep track of the same units
  from 1985 to present if I follow the control numbers of the units in
the surveys?

I have looked at the pre-and post-1997 codebooks, but I am still not
sure if the pre-and post-1997 data sets are completely different sets of
samples or they can be panel data.

I would appreciate anyone answering my question.
