A new set of components of inventory change (CINCH) and rental dynamics reports have been posted on the HUD USER web site, at https://www.huduser.gov/portal/datasets/cinch.html .

This series of reports focuses on the 13 metropolitan housing markets surveyed in the 2002 American Housing Survey, comparing each with the year it was previously surveyed, either 1994 or 1995. These metropolitan areas are covered:

Anaheim-Santa Ana
Buffalo
Charlotte
Columbus
Dallas
Fort Worth-Arlington
Kansas City
Miami-Ft. Lauderdale
Milwaukee
Phoenix
Portland
Riverside-San Bernardino-Ontario
San Diego

In addition, there is a report explaining the weighting algorithm.

These reports incorporate a number of changes from the CINCH reports previously issued by HUD:

* The reports are shorter, with simplified CINCH tables.

* The reports include rental dynamics tables, showing changes in rental affordability.

* The reports are accompanied by a dataset which allows users to link to the AHS public use files and generate tables customized to their interests. Currently, the dataset is in SAS format only, but an ASCII version will be posted soon.

The dataset contains these variables:

CONTROL = AHS record identifier
SMSA = AHS metro area identifier
SMSA_NAME
BEGIN_YEAR = either 1994 or 1995
END_YEAR = always 2002
FLCINCHWT = Forward-looking CINCH weight
BLCINCHWT = Backward-looking CINCH weight
FLSTATUS = Forward-looking CINCH status
BLSTATUS = Backward-looking CINCH status
FLRENT = Base year (1994 or 1995) rent category
FLAFFORD = Rental affordability in 2002, see coding below
BLRENT = 2002 rent category, see coding below
BLAFFORD = Rental affordability in base year (1994 or 1995)

The reports were produced by Econometrica, Inc., under contract with HUD. The principal investigators were Frederick J. Eggers and Fouad Moumen.
