In this report, the Department of Housing and Urban Development analyzes the impact of Census 2000 data on the distribution of Community Development Block Grant (CDBG) resources. Three of the variables in the formula used to allocate CDBG funds — poverty, overcrowding, and pre-1940 housing — are only updated when new Census data become available every 10 years. Two variables of the formula, population and growth lag, are updated about every two years when the U.S. Census Bureau publishes local area population estimates. This analysis details how and why funding allocations have shifted between jurisdictions over the past 10 years.
