This historical document is an interim on the administration of the Housing Assistance Supply Experiment (HASE), a long-running research experiment conducted by the Rand Corporation on behalf of HUD in the housing markets of Green Bay, Wisconsin and South Bend, Indiana, during which low-income households were provided with monthly cash payments in order to offset their housing costs. This publication addresses program administration costs, processes, and functions associated with HASE. The final report on HASE’s administration was published in May 1982.
