California Communities Use State Grant to Combat Climate Change and Rising Rents

The American Planning Association’s 2022 National Planning Conference in May included a presentation titled “Planning for Community Development without Displacement.” The session focused on California’s Transformative Climate Communities (TCC) program, which supports projects in at-risk communities that reduce air pollution and greenhouse gas emissions while also providing broader community benefits. Speakers from Los Angeles, Fresno, and Oakland discussed the planning and implementation of projects in their communities, focusing on their strategies to mitigate the displacement of low-income residents. The state requires grant recipients to enact antidisplacement plans to ensure all residents benefit from TCC funds.

Message from PD&R Leadership:
HUD Participates in the 11th World Urban Forum
In the Leadership Message, PD&R’s director for international and philanthropic innovation Cynthia Campbell discusses HUD’s participation in the 11th World Urban Forum, held in Katowice, Poland, in June 2022. HUD hosted two events at the forum. One was a session on innovative HUD redevelopment programs to increase affordable housing. The second session focused on ways HUD is centering equity in housing and urban development and working to create strong, sustainable, inclusive communities and quality affordable homes for all. HUD representatives also attended sessions hosted by other delegations at the forum.

The HUD Offsite Construction Research Roadmap
At a virtual event held this June during the 2022 Innovative Housing Showcase, HUD Deputy Secretary Adrianne Todman discussed the HUD Offsite Construction Research Roadmap. The Roadmap describes HUD’s six research priorities in the area of offsite construction, an underutilized building paradigm with the potential to increase the nation’s flagging housing supply. Todman was joined by researchers from MOD X, who elaborated on the Roadmap and the history of HUD’s leadership in the offsite sector.

Preserving the Past and Adapting to the Future in Lafayette, Louisiana
Significant floods impacted southern Louisiana in 2016, prompting the state to establish the Piggyback Resilience Initiative Mixed Income (PRIME) program, which directs federal CDBG-DR funding toward mixed-income, multifamily housing projects built according to resiliency standards. Bottle Art Lofts, a PRIME development in the city of Lafayette, combines emerging best practices in flood-resistant building with neighborhood revitalization and historic preservation to create 105 units of housing in a former Coca-Cola Company bottling plant. Bottle Art Lofts provides affordable housing for residents working in the arts or other creative fields and is helping to revitalize the Four Corners neighborhood as a gateway into the city.
