Research Design, Data Collection, and Analysis Plan: The Family Options 12-Year Study

The Research Design, Data Collection, and Analysis Plan (RD/DCAP) outlines the approach that the research team from Abt Associates will take in carrying out the Family Options 12-Year Study. HUD launched the Family Options Study in 2010 as a multi-site experiment designed to develop evidence about which types of housing and services interventions work best for families who experience homelessness. Reports documenting the impact analyses in the short-term (2015) and the longer term (2016) found that priority access to a long-term rent subsidy such as a Housing Choice Voucher produced substantial benefits for families who had experienced homelessness. Based on these findings, HUD is attempting to administer a 12-year followup survey to the original sample of families that enrolled in the study over a decade ago. The RD/DCAP outlines the key research questions, the confirmatory and exploratory outcomes to be measured, the data sources to be collected or accessed, and the analytic approach to be undertaken.

Family Unification Program-Family Self Sufficiency Demonstration Evaluation

The Family Unification Program – Family Self-Sufficiency (FUP-FSS) Demonstration was designed to be implemented by public housing authorities that offer both FUP and FSS as a way of improving services for youth aging out of foster care. By extending the rental assistance for FUP youth who participate in the demonstration and adding case management services through the FSS program, the stated goal of FUP-FSS was to “test the effectiveness of combining housing assistance for eligible youth lacking adequate housing under FUP with the assistance under the FSS program.” This evaluation is meant to assess how well the program fulfills the intent to serve youth aging out of foster care and the effectiveness of partnerships with public child welfare agencies (PCWAs) and other youth-focused organizations that are components of the model. The authors use qualitative research and quantitative analysis of HUD administrative (PIC and VMS) data to measure the short-term initial efficacy of the demonstration.

Financing Lower-Priced Homes: Small Mortgage Loans

In response to a Congressional request in the FY21 Appropriations Bill, this report provides data on small-dollar mortgage lending, discusses barriers to lending on lower-priced homes, and describes Federal Housing Administration (FHA) programs and policies related to small-dollar mortgage loans. A significant barrier to small mortgage lending is the fixed costs of loan origination and servicing, which makes smaller loans less profitable to lenders. Increasing the number of these loans submitted for FHA insurance endorsement may require either a reduction in origination and servicing costs or the provision of additional lender or loan originator compensation sufficient to make small mortgage loans profitable at levels acceptable to lenders. Housing/FHA published a Request for Information concurrently with the report to obtain more information that will inform its development of policies and programs that better support and expand affordable homeownership opportunities in underserved markets with lower housing prices.

The U.S. Department of Housing and Urban Development Geospatial Strategic Plan 2022–2025

This document outlines HUD’s vision and agenda for managing geospatial data, technology, and services in following the statutes and guidelines of the Geospatial Data Act of 2018 (GDA), the Foundations for Evidence Based Policy Act of 2018 (Evidence Act), Open Government Data Act, the Federal Geospatial Coordinating Committee (FGDC), and the strategic goals of the Department. The document outlines goals for codifying best practices, developing HUD’s enterprise geospatial resources, promoting HUD’s role as a resource for the Federal geospatial community and general public, and encouraging collaboration with the geospatial community through training and outreach sessions.

Perceptions of Drinking Water Quality — A Review of the Literature and Surveys Covering the Topic

This paper reviews literature on water quality perceptions, discusses existing surveys that ask questions on water quality, and outlines information on available U.S. water quality data. Research indicates that low-income ethnic/racial minority households disproportionately have negative perceptions of their tap water. As a result, such households are more likely to turn to expensive and environmentally damaging alternatives such as bottled water. Given that no other federal survey asks about perceptions of water quality and resulting behaviors, the authors argue that HUD could include a module of questions to the American Housing Survey that would examine the link between perception of water quality and local-level communication regarding it, the effectiveness of the frequency of receiving such information, and other factors that link perception and consumption.

Aging Gracefully in Place: An Evaluation of the Capability of the CAPABLE Approach

This study evaluates the implementation of Johns Hopkins University’s Community Aging in Place-Advancing Better Living for Elders (CAPABLE) program in four small organizations in diverse settings. Researchers randomly assigned senior residents to a treatment and control group to examine how the program impacted their health outcomes and Activities of Daily Living (ADL). Results for the participants in the treatment group indicated a reduction in ADL limitations as well as a lower number of falls, pain interference with normal activities, fear of falling, depression scores, and Instrumental Activities of Daily Living (IADL) limitations. The study determined that the CAPABLE program is suitable for implementation in a variety of community settings. The research was conducted for PD&R by the National Center for Healthy Housing under a cooperative agreement.

Operation Breakthrough

Operation Breakthrough

Operation Breakthrough was a 3-phase HUD demonstration that tested innovative building materials and methods in the construction of thousands of housing prototypes across the U.S. Running from May 1969 to the mid-1970s, Operation Breakthrough aimed to identify and demonstrate solutions to obstacles preventing large-scale housing production in the U.S., with the goal of volume production of quality housing for all income groups. The demonstration sought housing system improvements, while at the same time providing improved environmental quality and low-cost maintenance. As stated by then-Secretary George Romney, Operation Breakthrough is “not a program designed to see just how cheaply we can build a house, but is a way to break through to total new systems of housing production, financing, marketing, management, and land use.”
