PD&R Quarterly Update: Maximizing Community Benefits in Opportunity Zones


On June 20th, 2019, PD&R held its regular quarterly update at HUD headquarters in Washington, DC. At the event, speakers presented key findings on the state of the nation's housing market, and five expert panelists discussed the topic of Opportunity Zones. Authorized in the 2017 Tax Cuts and Jobs Act, Opportunity Zones are designated census tracts in which certain private-sector investments receive tax incentives to promote community development.

Introducing PD&R's New Assistant Secretary Seth Appleton
In the leadership message, PD&R's new Assistant Secretary, Seth D. Appleton, introduces himself and discusses his background and priorities. Appleton first joined HUD in 2017 after a 13-year career working in Congress. In his new role in PD&R, Assistant Secretary Appleton is committed to engaging stakeholders to develop the Research Roadmap, advancing research that will help to allocate disaster relief funding, and contributing to the elimination of regulatory barriers to affordable housing.

Employment Growth and a Balanced Housing Market in Knoxville, TN
The latest article in a series focusing on HUD's Comprehensive Housing Market Analyses examines the Knoxville, Tennessee housing market area (HMA). Encompassing nine counties in eastern Tennessee, the Knoxville HMA has seen employment growth led by the leisure and hospitality, manufacturing, and construction sectors over the past year. The sales and rental housing markets are both balanced.

Historic Rehabilitation Adds Affordable Housing in Downtown Boston
Originally built in 1875 to house the Boston Young Men's Christian Union, today the Union is a 46-unit affordable housing development in downtown Boston, Massachusetts. Nonprofit affordable housing developer St. Francis House purchased the historic Gothic building in 2016 and partnered with the city's Planning Office for Urban Affairs to undertake an extensive renovation in 2018. In addition to the residential units, the Union includes a ground-floor retail space and offices for St. Francis House.
