Oakland, California: Casa Arabella Adds Affordable Housing to Fruitvale Station

HUD User publishes a series of case studies based on federal, state, and local strategies that increase affordable housing opportunities and support sustainable community development. The projects and community development efforts featured in these reports have demonstrated innovation through a multitude of partnerships and initiatives.

Opened in 2019, Casa Arabella transforms a Bay Area Rapid Transit (BART) parking lot into 94 units of affordable housing primarily serving low-income families in Oakland, California’s most diverse neighborhood. Casa Arabella marks the second phase of Fruitvale Transit Village, a transit-oriented development designed to connect the Fruitvale BART station with neighborhood amenities such as a bike trail, a medical clinic, a library, and shopping. Two local nonprofits, The Unity Council and East Bay Asian Local Development Corporation, partnered on the project to ensure that minority families vulnerable to the forces of gentrification spurred by public transit investments can remain in the neighborhood and part of their existing social network that developed over generations.
