This historical publication was an assessment of the quality of the Section 8 Tenant Characteristics data found in the LIAPS-HAP 1 database as part of a larger study to assess the occupancy patterns in the Section 8 Existing program. The goal of the project was to determine whether HUD’s Assisted Housing programs were reaching the right groups of beneficiaries. The authors found that the Section 8 Tenant Characteristics data system was inadequate for planning and evaluation purposes due to serious system biases, the poor quality of the data in the system, and the lack of relevant and meaningful output reports.
