Call for Papers: Cityscape Small Area Fair Market Rents Symposium

HUD's Office of Policy Development and Research invites submissions for a symposium in the November 2019 issue of Cityscape on topics that relate to the use of Small Area Fair Market Rents (SAFMRs) as an alternative to metro-wide Fair Market Rents. SAFMRs are currently in use in the Housing Choice Voucher program in a minority of US metropolitan areas as a result of litigation, a demonstration, and, in selected areas, regulation. Topics might include, but are not limited to:

• Concerns related to switching from metropolitan area-wide FMRs to SAFMRs.
• The impact of SAFMRs on tenant, owner, and PHA behavior.
• Other uses for SAFMRs.

Please electronically submit an abstract describing your proposed paper to Peter Kahn (Peter.B.Kahn@hud.gov) by November 15, 2018. Each abstract will be subject to peer review. Authors of approved abstracts will be invited to submit full manuscripts by May 1, 2019. Authors will be responsible for addressing issues raised by the editors and/or reviewers by July 15, 2019.
