Permits for construction of new housing units were up 5 percent in the fourth quarter of 2002 at a seasonally adjusted annual rate (SAAR) of 1,797,000 units and were up 9 percent from the fourth quarter of 2001. One-unit permits, at 1,379,000 units, were up 6 percent from the level of the previous quarter and up 12 percent from a year earlier. Multifamily permits (5 or more units in structure), at 347,000 units, were 7 percent above the third quarter of 2002 but a statistically insignificant 1 percent below the fourth quarter of 2001.

In 2002, 1,726,300 permits were issued, a 5-percent increase over 2001. Of these, 1,319,100 were for single-family units, up 7 percent over the previous year, and 333,700 were for multifamily permits, unchanged from 2001.

Starts iconStarts*

Construction starts of new housing units in the fourth quarter of 2002 totaled 1,747,000 units at a seasonally adjusted annual rate, a statistically insignificant 3 percent above the third quarter of 2002 and 11 percent above the fourth quarter of 2001. Single-family starts, at 1,417,000 units, were a statistically insignificant 6 percent higher than the previous quarter and 13 percent above the fourth-quarter level of the previous year. Multifamily starts totaled 294,000 units, a statistically insignificant 9 percent below the previous quarter but a statistically insignificant 3 percent above the same quarter in 2001.

In 2002 a total of 1,704,900 units were started, an increase of 6 percent over the previous year. Of these, 1,359,700 were single-family units, 7 percent more than in 2001. There were 306,300 multifamily starts, 5 percent above 2001.

Housing units under construction at the end of the fourth quarter of 2002 were at a seasonally adjusted annual rate of 1,040,000 units, a statistically insignificant 2 percent above the previous quarter and a statistically insignificant 4 percent above the fourth quarter of 2001. Single-family units stood at 705,000, a statistically insignificant 2 percent above the previous quarter and 5 percent above the fourth quarter of 2001. Multifamily units were at 308,000 units, unchanged from the previous quarter but up a statistically insignificant 4 percent from the fourth quarter of 2001.

At the end of 2002 there were 1,001,400 units under construction, 4 percent more than at the end of 2001. Of these, 670,800 were single-family units, 5 percent more than at the end of the previous year, and 304,100 were multifamily units, 4 percent more than in 2001.

Housing units completed in the fourth quarter of 2002, at a seasonally adjusted annual rate of 1,663,000 units, were unchanged from the previous quarter but up 3 percent from the same quarter of 2001. Single-family completions, at 1,356,000 units, were up a statistically insignificant 3 percent from the previous quarter and also up a statistically insignificant 3 percent from the rate of a year earlier. Multifamily completions, at 279,000 units, were a statistically insignificant 10 percent below the previous quarter but a statistically insignificant 3 percent above the same quarter of 2001.

In 2002 a total of 1,650,700 housing units were completed, a 5-percent increase over 2001. Of these, 1,328,400 were single-family completions, 6 percent more than in the previous year. Multifamily completions were 287,300 in 2002, 2 percent more than in 2001.

Manufactured (Mobile) Home Shipments iconManufactured (Mobile) Home Shipments*

Shipments of new manufactured (mobile) homes were at a seasonally adjusted rate of 149,000 units in the fourth quarter of 2002, which is 11 percent below the previous quarter and 25 percent below the rate of a year earlier.

In 2002 a total of 169,000 manufactured homes were shipped, 13 percent fewer than in 2001.
